A higher ratio (shorter transmission) will make the engine reach maximum horsepower more quickly, meaning acceleration will be improved, sacrificing a bit of top speed. A lower gear ratio (longer transmission) has the opposite effect - higher top speed and slower acceleration.
This is the Polini Primary Transmission 14/39 Piaggio Diesis / Zip SP LC after 2000. Best combined with a 50cc or 70cc sport cylinder, for increasing top speed while preserving excellent acceleration.

The transmission of scooters and some mopeds is located in a case behind the clutch and torque driver and has the function of reducing rpm and ultimately driving the wheel axle.
The transmission of a scooter has a direct influence on top speed. If the engine develops enough power and torque at low rpm, you can choose a longer gear ratio to achieve a higher top speed without any noticeable loss in acceleration.
